I want what is owed to me

I hired a car for 14 days and they have short paid me with my refund. I have left messages and they have not responded. Drove past and they are all locked up. I contacted Freddie in Jhb and he has asked for pro forma invoice, which pmb branch has not supp**** me to show what they charged me for. The telephone numbers on the web page are non existant and have filled in an online complaint form with no repsponse from the company. What do I do now? Also as for their pricing, it says on the web, what you see is what you get. Incorrect. No where on the web page does it say vat not included. I just want what is owed to me. Car was returned clean and with a full tank of petrol so there where no extra costs.... What now?
