Workmans compensation fund not available

I have been trying to contact Workmans Compensation for the last 2 day, I hold on for 1-2 hours and then I am cut off. All the emails listed on the site, give me 14 day turn around time and the personalised emails at the branches just don't answer. All I need to know is how to request a invoice and a statement I can't find an work instruction online even though we are registered online. Why is there no service when service is needed?
