Poor Services - Incorrect penalty charged !!!

We were charged a penalty for late submission of 2012 return of earning, however this was an INCORRECTLY charged penalty as there was a fault with the online system of workman's compensation (first time the online system was introduced), which did not allow us to submit the return (error message: \update ROE failed. 12029").We then did a manual application which was posted before the deadline date (30th April 2013) we even have postage proof. This application was still not processed by Workman's compensation when submitting 2013"
