lost of claim papers second time answer don't answ

I was in armed ****** in the and they pull the trigger four times again my head an it did not go off ,the he hit me with the gun over the head,I was boarded on duty and the commissioner promised he will help and that is my right to claim for my expenses travelling,everytime I give it in is just get missing I give it the second time in now,and try to trace where is my claims but no -one seems to help me,I put more than 20 e-mails in phone them they don't even pick up the phone really this dept is in chaos,or maybe we are white that's why we don't get the service that we wish?really every six month I must get a new chronic auth form and I need really to plead by them,and if you want to go to the public protector than they just ignore you totaly,they don't have respect or the work of the public protector,now how can I go next?I am really frustrated,depro of section of the state,they are the worst of all.
