Department of Labour poor service

I work for a company and have to submit all my injury claims on the online claim system on the Department of Labour website. I have been unable to log all my claims except for one because every time I try to log a claim I get and error message saying the claim was already logged but when I search for it there is no trace of it. I have emailed them close to daily now for the past 2 to 3 weeks and even sent them the claims via email, they just keep on replying that I cannot email the claims I must log them on the site and sending me the user manual, they are not making any effort with the issue at all. I fully understand how to submit claims and I am doing everything correctly according to their manual, with no avail, the same error messages still appears.
