Woolworths store card application denied over no credit history

I recently started working and have no credit record as of yet. I am looking for a card with the lowest amount of credit available. I tried to apply for a credit card at the bank but this was declined due to me not having any credit history. I thought I might try and open a Woolworths store card to build up a credit record, but this application was rejected as well! I can't understand where you are supposed to build up a credit record if a store such as Woolworths (where I have a loyalty card) won't even allow people such as me a store card?!
