Woolworths quality or a public health hazard?

I bought a frying pan from Woolworths Food, on the belief of their motto of ‘quality products’. After using the pan a few occasions, the paint literally one morning, lifted off in small sheets while on the gas stove. The multiple sheets of paint floated on the oil. The pan had been seemingly been perfectly intact when I took it out of the cupboard. I took the pan to Woolworths and complained, in particular about the public health impact of their pan and wanted to know what they would do to recall the product. They told me they don’t have information on the pan any longer and who it was sold to. My birthday was coming up at the time, and they gave me a bottle of wine and dried fruit to wish me a happy birthday, and told me they were sending the pan from JHB to Cape Town for assessment. Now, two months later, when I demand the technological report, which in my mind should state what health effects such paint has, they tell me that they gave me a ‘hamper’, (worth less than R200, which I never understood to be closure on the matter of my complaint and questions) and that the pan’s care instructions were not followed! So I asked if the pan can’t be used on a gas stove? This is apparently being said by their in-house technologist of course. I asked them to send me the official report in writing and to bring back my pan so I can get an independent assessment done. They say they’re not sure they can give me back my pan! They also don’t want to replace the pan either.
