Woolworths now taxing customers for paper bags

Woolworths is now charging for their paper bags for clothing. So if you buy a very expensive item you still have to pay for the paper bag. I thought the idea of paying for plastic bags was to discourage one from using them. But to charge for a paper bag seems to me just extra profit taking. What then is the purpose of paper bags?
