WOOLWORTHS not allowing customer to buy baby shoes (10 months old)

yesterday on the 20 April 2020 i went to woolworths eastgate looking for shoe for my twin boys who are 10 months old. at eastgate i did not find a size of the shoes i wanted to by.

to that, i then proceeded to woolworths at Greenstone. to may arrival i did not find any shoes on the babies section. i asked two employees, i was then told they do not sell them because they are not basic and i expalined that as far as i know the government allowed that babies' essentials can be sold. i was told well here we do not see them. i left the two employees and proceeded to the tills to pay what i had. at the till i then requested to speak to the manager. i asked the manager, why is it that woolworths Eastgate sells the shoes but you dont. she told me. she Greenstone follows the rules as per government instruction and she will not answer for Eastgate.

i am very angry at the fact that Woolworths does not apply the rules consistantly. shoes are essential to my babies and the fact that eastgate sells them and greenstone doesnt means there is an inconsistency in applying the rules.

i want clarification from woolworths as to exactly what does the law say. and i al calling out woolworths of not even realing the whole range of baby clothes. WOOLWORTHS you are obligated by law to sell those clothes and therefore keeping them at the back and only release few item is wrong.

it is already frustrating that we cannot buy other things but to even keep those that the law obligate you to sell. that is in contradiction of the law and you know it. may i please get clarity on why WOOLWORTHS is not apply the law consistently.
