Woolworth's Expansion Craighall

Woolworths have recently started construction of the extension to their Craighall branch on Jan Smuts Avenue. There are no boards up indicating that this is the purpose of the construction site (which I believe to be a legal requirement) and there was no notification given to nearby residents as to the inconvenience and noise pollution this constrution would cause. My major concern/ problem is the fact that the construction starts at 7am in the morning. While this is within South African Building/ Site Operation regulations the acitivites that continue on site at night are not. The regulation states that no machinary, machine engines or other apparatus that disturbs the amenity of the neighbourhood afte 6pm in the evening (weekdays) or 5pm on a Satuday unless in an emergency. Yet, on repeated occassions this regulation has been broken with machines being restarted in the middle of the night. On a number of evenings drilling and/ or the use of other noisey machinary has begun again as late as at 11pm. On another occassion, the machines woke me up (I live in a nearby apartment with full view of the construction site) at 4am. This is incredibly disruptive. I would ask Woolworths to ensure that site construction ONLY happens within the regulated hours and that the neighbouring residential areas are appropriately informed and updated about developments and apologised to for the inconveneince caused. When visiting the store today, the noise within it was extremely loud which also raises concerns about the health of Woolworth employees. Last week I spoke with one staff member who appeared to have symptoms of a cold but who indicated that it was from sinus due to the dust.
