Still awaiting credit card

I am battling to obtain my credit card which i need no later than tomorrow as i need to rent a car for my honeymoon. I app**** last week and when i went there yesterday i was told by staff then by Ronnie that the systems are down. Today i got a call from Agnes who promised to call me after 1pm but never did. I called at 2pm to follow up i am still told that the systems are down. What service is this?
