Smaller stores not allowed to stock items

I recently wanted to buy an non-wired bra. Because I struggle to walk far I usually go to smaller Woolworths clothing stores to buy what I need. To my dismay the lady helping me informed me that smaller stores are no longer allowed to stock non-wirwed bras. Should a store not have a say according to their market?
