Replacement card

I went to apply for a new card since mine is damaged, interestingly I can only go to Eastgate mall to do that which is 35km away from me. My question is why issue a card when I apply at Springs Mall but have to go 35km away which costs me R120 on taxis as opposed to spending R22 to get a replacement card. The service is useless
