Paid up letter

I called call Centre 3 times to request a paid up letter 1st agent said 24-48hours. I called back and consult escalated to the department responsible and they said send it in 2 hours. 2pm passed so I called again and I was told it was sent! It’s now a day later and I have not received letter! I explain the urgency!!! What is the delay!!!!
