Not being assisted in Woolworths

Today I went to return an item at Woolworths country road. As I was returning the item I didn't have a till slip. The lady ask if I have a till slip I said no. She asked me the reason I'm returning the item,I told her my sister passed away on Saturday, so we found some of her unused clothes with tag intact, so I'm returning the dress because it small to me, my sister was thin. The lady. The lady told me to get an item that is same price as the dress because they cannot give voucher as I didn't have a till slip. I went to look for an item. As I return to the counter she was not there someone else was there. It's a guy this time. He asked for a till slip, I told him I.already told my story to the previous lady that assisted, he said unfortunately we need a till slip, I asked him where on earth must I get it. Another lady came to assist him, she now said with the high price of the dress we need a till slip, I asked them where on the policy does it say high price item must have till slip. She said she will call a supervisor for to authorize, she went for a good 10 minutes and said she can't find her, I asked her what must I do, she said she's going downstairs to go and look for her. She came back with the lady called Aisha. She asked for a till slip, I told her you're the third person asking for a till slip I've been explaining myself. I explained the reason if returning again, She said unfortunately we need a till. I asked since when it's like that, because the policy is say , "should you not have a till slip we will happy exchange for you" she said she is using a store discretion, she fold the dress and walks away. I felt so humiliated and disrespected. Because the policy is saying something else and they're saying something else.
