No Help Call Centre

Have been struggling to get a card replacement for weeks. Call centre just rings and rings, or get put on hold. Went in store and they have to phone the call centre for assistance as well - they also don't get an answer. Online query submitted 3 weeks ago and no help received. How on earth do I get a new card?
