Neighbor received store card

I app**** for a store card and was refused a temporary card for not having an ID book in my married surname. I took my drivers licence to the store and explained my situation. I got married on 27 Feb 2014 and my husband passed away on 7 May 2014. For this reason, I have difficulty replacing my ID book with home affairs. My drivers licence has been changed to my married surname already. I was declined the temporary store card for not having an ID book in my married surname, although I provided them with a drivers licence. My card was supposed to b delivered at my postal address, instead the card was delivered at my neighbors gate, the neighbor found the card outside his gate lying on the floor. This is not acceptable! Why was my card not delivered the way I requested it to be? And who takes responsibility for my card just dropped with no-one even verifying the address? The card was delivered in Birkholtz street, but I am staying in Hans Strydom Drive?
