Insurance claim

Its been two months now we claimed for my mother's insurance claims there is no respond no communication but every month they were getting their money on time,when we try contacting them they tell me her account its block they can't help me and the insurance department you can't get hold of them personal they have to send them email to get a reply on the claim,even not no reply how is that possible?
