How long does it take in order for a person to me removed from credit Bureau.

I once had an account with Woolworths lost my job 2013 and i couldn't pay my account. after 9 years i went back to Woolworths to apply for an account, and they did approve me with credit. So why in other retail, banks the don't remove you from their system in stand their will call and inform you that your account has been handed over to their lawyers, you need to arrange with their lawyer how you will settle the debit. African Bank, TFG, and Russell is one of the companies I'm referring to . why are they doing this. I need your help can you please assist me HelloPeter.
