Goods not in expected condition

I bought fresh veggies and green salad ingredients on Sunday (07 Jan 2018) and when I cut into one of the Green peppers I bought, I found a brown almost muddy substance (but not mud) that looked like the veggie was expired, however on the outside it appeared to still be fresh. I could have taken a chance and cut it out (as gut wrenching as it would have been), but it all too gruesome to even bear to look at let alone eat! I cannot understand why a product is in such a condition, especially when it looks fresh, but it was clearly not.
