False advertising

Employees have no knowledge of what is going on in the shops aswell as what their specials mean. I went to four different Woolies and each shops Employees aswell as the managers interpreted a specific special differently. How difficult is it to understand the special: " Take ANY two for R90" and yet they will argue and say: It's only the Salted Caramel that's on special. What is the meaning of ANY then?
