delivery guys unable to wait 5 minutes

i ordered online and requested delivery at work for today between 10am and 1pm, the delivery guy arrived at 11:39 and left at 11:41 he refused to wait for me to walk from the 2nd floor to the reception area. PLEASE DO NOT BOTHER CALLING ME PLEASE CANCEL AND REFUND ME.
