Bad customer service

I bought a pj set on one of their sales. Upon arrival only the top was delivered no trouser. I made them aware of this mistake, understanding they were busy. However it's been 14 days. I've called 3times already. No one is taking me seriously. They tell me they investigating. What are they investigating??? I just want my pj trouser or my money back.
