Bad customer service

On the 24th of Dec 2018, I went to the Woolworths at Cresta mall just before 10 am looking for a pair of shoes for my daughter. I found a pair of sandals that I liked but was not entirely clean, and this was the only pair available in store. So, since I was doing the last-minute shopping I thought we will just wipe them clean. So, I paid R 120 using my Woolworths account for the sandals and left the shop. On my way home I decided to offramp and go to the Woolworths at Carnival Mall. I took the shoes with; the intention was to exchange them provided I found other sandals/shoes. I did not find something I liked, so I bought the cake and some jewerelly at once again I paid using my account, the time was 13:36. When I got home, my daughter fitted the shoes and there were not a perfect fit. I went back to carnival mall; the time now was 16:30 pm. Got to customer service and the lady who assisted me called her Manager Victoria (hopefully, I got her name right), she looked at the shoes and asked if I had used them since they were dirty. I requested her to look at the slip, which clearly showed I bought the shoes before 10 am at Cresta Mall. I was in the shop at 13:36 pm and got back at 16:30 pm to exchange the shoes. She explained that the branch at cresta should have sold the shoes in the first place since they are regarded as damaged – she further explained the procedure which they follow when the selling such shoes at Woolworths carnival mall. I asked her if the procedure she just explained to me should not be app**** across the board? She explained that it does differ, it depends on the manager of the store. Additionally, I wanted to know, what would have happened had I returned the sandals a lady later??? The lady was very nice and she tried answering all the questions I had. But I left the shop knowing three things 1. Had I delayed, it would have been extremely difficult to change the shoes? 2. I would have been blamed for what sounded to me like an internal process breakdown 3. Even though I had a slip proving I bought the sandals a few hours earlier, the assumption was made that I had used the shoes.
