Babysoft 2ply toilet paper has been reduced to 1 ply but we still pay the 2ply price

The woolworths babysoft 2ply toilet paper quality has progressively declined. It is course and hurts. I believe they have reduced the two ply to one ply or changed the formula and yet we are still paying the same price for it, which is unfair!!!!
