Wollies Shelter charge double

Negative experience. www.wollies.org is a pet shelter. An adoption fee is charged which includes sterilization or castration, deworming and first vaccination, also microchipping by Identipet. The dog I adopted was previously adopted a few weeks before and strayed again. It found its way back to Wollies and was re-advertised. I paid for all the included items although these were already done and paid for. I called and was informed that they cannot "make exceptions" then everybody will want money back. I have appreciation that they operate on a tight budget, but outright charging a second time around is not on.
