Wits university refusing to refund me after attempts since the August this year

I app**** for a refund on the 31st of August 2021, to date I haven't received the money. They keep promising to have it deposited by the end of the day every time I contact them and nothing happens. I contacted Sheryl Letsapa who always promise to get back to me and never does, Cassim Hill, same thing. I just don't know who to escalate this to anymore. Hopefully posting here will help if they respond or maybe this is the institutions culture?
