WITS REFUSED TO PAY BACK RES DEPOSIT

My daughter app**** to study medicine at Wits. They referred their decision pending the final matric results. On the 8 of November Wits made an offer for a place in residence. We had 3 working days to pay the deposit of R990. We had no choice as to accept because if she was accepted in January she needed accommodation. Even with 8 distinctions Wits refused her on the day the matric results was released and we had no choice as to cancel the res and receive our R990 back. I did so in writing and phoned but still no refund. Now the advice is to take it up with the fees office. I only had 3 days to pay, but they can keep my money until they have given me the run around for weeks? This system of being bul**** into paying for res before being accepted into a program is clearly not working!
