Adminstration process poor result

<p>I am currently studying at Wits. I app**** for NSAFAS, it was approved before the commence of the university. We were given an opportunity at the Department to apply busary also it was approved. Due to the bind laws of the university , the Deparment busary was not possible for me to recieve. So the adiminstrator from Department manage to convince the management to process the money to my personal , ofcourse the first stipend was debited to my account. However, the problem is that I can't be able to attain the money on time because unpaid fee. I was astonished because I signed NSFAS loan agreement, i can't do anything I need the money for personal use. The adminstration process has been prolonging since i am in the desperate situation.</p>
