Senior Citizen arriving at 4am to queue

Please help. My 70 year old mother was turned back for 3 days and told to arrive at 4am in the morning. Today, Friday the 8th Sept, she arrived at 4am but collapsed around 10, because she had not eaten since 4, and she injects with insulin. Can someone assist with this procedure of requesting senior citizens on chronic medication to arrive and queue at 4am. Today she was lucky, she collapsed and got help, I’m worried about next time.
