Windhoek Draught can totally sealed but can is empty - Oversight or Deceit?

My husband bought a 6 pack of Windhoek Draught 440ml, 1 of the beers is totally sealed but the can is empty. I am totally not impressed by this oversight or deceit, will await the explanation. I have still have the can as proof, the serial number on the can is ***
