Touching food with bare hands and then serve to customers

My husband and i had a bad experience at southern centre bloemfontein (wimpy) on 1/10/2017. Waiters on the floor was surely spinning and it was visible to all, the kitchen was slow and you could see and hear the waiter shouting towards the kitchen staff to get their orders. Whats bad is that there's plates full of food infront of them when they shout and talk and reach over. I sat across from the station where they pick up their food, in the 30-40mins i sat there three different waiters picked up food from the plates putting it back again (with their bare hands) then directly taking the food out to a table. After the 2nd time, i told my husband thats disgusting, one scratched her nose, the other wiped his head with his hand and then touched the food. Sad part is the managers on the floor goes around as if everything is running smoothly. Surely the right front of house / customer service training was not provided here.
