theft or tip ?

<p> I visit Wimpy at the Pretty Gardens Bloemfontein centre quite often and have noticed a disturbing trend. there are no tip boxes at the payment counter. the waiters now take the payment and give change themselves. Unfortunately they take a lot more. At every visit I notice that they never have small change. Instead they try to give you change but leave off the coins. In effect robbing you of change. When I complain that my change is short they get visibly annoyed and pretend to scabble around with each other taking their time trying to satisfy my 'unreasona ble' request. Has this become policy to fool each customer into including this 'service' charge in their meal?</p>
