Alcohol and ignore the the liquor act

Why don't the franchise adhere to the liquor law? Any family restaurant must adhere to it when you order any alcohol refreshments you must order a meal stated in the National Liquor Act. Seems Wimpy allow customers to order alcohol without ordering food seems Wimpy becomes more of a liquor outlet with children present Or are they just simply ignoring the law
