Its ******* to sell government water

Whilst in hospital at Sandton Mediclinic and between my visitors and I, visited the Weisenhof restaurant almost daily. I was in hospital for 22 days and between us spent a lot of money there. We always ordered lunch, teas, coffees etc. I was horrified that when asking for a glass of warm water I was told it would cost R15. I explained we didn't want bottled water just plain old tap water but would like it hot/warm. I was told they charged R15. I explained it is ******* to sell government water. I called the manager and he insisted it would cost R15. I could understand if people go in and only order water but our bill for this particular day was R168! Do we report this to the water dept? Last time I visit that restaurant.
