Poor property management

I am residing at Ormonde View Estate, I don’t have water in my property and when I report it they say it’s COJ. My neighbors have water all the time, so how is it COJ. And if they new we have this problem why did they add effluent charges for flushing knowing there is no water coming in. I am now using a bucket system while living in a complex and paying R2000.00 levy.
