Reaped off

Hey, I have a problem with Whitestone college, I registered my sister there last year 2020 for matric rewrite and I had paid 5 months advance so basically she attended only for 2 months wich was February and March, then corona happened, as she was staying by their premises I had to send her back home because I lost my job I couldn’t afford her rent anymore, she rewrite her matric at home last year she failed so now I went back to Whitestone college to claim the money I had paid upfront as the agreement was there is a refund Incase she decides to quit along the process, so I went there to claim the receptionist doesn’t want me to speak to the relevant person she keeps on postponing I smell the rat here,please help.
