bad attitude

hi i am 33yrs old i live in lareas corner phase 2 eligin road birchglei i have a problem with my billing from white house. i was away for 2 months however i would still pay my water and light, last month i receive a bill of 990 for water and light i called the ofice to find out how possible was that and the lady at the reception told me that i should take it up with the care taker and that i should not call her for such. he then told me to take the matter up with ekhurhuleni i spoke to the care taker who then referd me bach to white house. white house have a lot of debts they owing *** ,so my guess is that they trying to recover that money by billing us redeculas amount . please assist me my no is ***.
