R40.00 to help myself to any car in the parking lot?

The duration of my visit to Westville Mall took 10min, quick in and out. On returning to my car I noticed that I had lost my parking ticket. I was made to pay a R40.00 fee in order to be issued with another ticket so that I could drive my car out the parking lot. After completing my particulars on a form, I asked the admin lady what the R40.00 is for? ... considering the first one hour is usually free, and thereafter, the fee never amounts to R40.00, if you've been in the centre for at least 2-4hours! The admin lady responded saying that the R40.00 is a penalty for loosing my parking ticket. WOW!!! Is that all it takes, R40.00 to ***** a car? Imagine I had walked into the shopping centre from across the road, found someones car keys, paid R40.00 for my "lost ticket"... then help myself to which ever car, and BAM! Car gone! What security measures are taken in the instance of loosing a parking ticket? No CCTV surveillance to verify that I was the person driving in through the boom with that particular vehicle? No Security Guards to follow me to my car to somehow verify that the car is mine? ... If further security measures can't be put in place when a parking ticket is lost then what am I paying R40.00 for?
