120000kms major service

I took in my car in for 120000kms service, which it is a major service, in March 2018. Now as I text, the car is at the dealership because there was a sound coming from the front right tyre, and the problem is the brakes, as they say. So my question is, wasn't the brakes suppose to be checked when I took in the car for the 120000kms service? Am I overreacting? Because I think this is a big matter
