horrible service! no assistance whatsoever

I am trying absolutely everything to get assistance with education departments e-services. I cannot log into the site, I paid for a remark/recheck and I cannot get onto the site to apply. what in the world is wrong with this government that they cant even have a working WEBSITE!! I MEAN REALLY NOW!
