Dishonest buisness practice

Thier service is terrible and boarders on dishonest. We had to cancel our order prior to the quote being finalized due to circumstances out of our control but we had already paid a deposit. They told us they would refund 90%of the deposit which we were unhappy with as no work had been done and we canceled within the 7 day cooling off period outlined by the consumer protection act but decided not to fight it. However when we recieved our refund (after weeks of nagging) they had only refunded 78%. I have been trying to get a response from them via phone and email for over 2 months but they are ignoring me
