Offer from Weelee is not Net to Client and dealer takes off 4% due to Weelee

I was made x offer by Weelee and it was represented as a net figure due to me. However the appointed dealer came to view my vehicle and was happy with the condition of the vehicle. I thought I would then receive x as represented by Weelee. However, much to my surprise, I was only offer x minus around 6%. When I asked the dealer they mentioned that the offer presented by Weelee was a gross offer and that they had to deduct 4% owed to Weelee. When I phoned Weelee to ask, I was told that the offer was not final and that a dealer can make a counter-offer. Definitely not what I was expecting and a lot of promises not fulfilled. Unfortunately all of this took a week and I could not find a counter-offer as I was moving overseas.
