Ignoring multiple instructions

This webhost is actively delaying the transfer of my site away from them. I have given direct instructions to them myself and via my new host to facilitate the transfer but we are both being stonewalled. This has been months in the process. It should be a simple process to hand over the necessary codes and issue an accurate invoice for payment but this appears impossible. Such willfully obstructive service is completely unacceptable.
