Lack of service delivery intent at Waltloo Vehicle Registrations

I went to obtain a duplicate registration certificate for my boat this morning - listen, for the 5th time because previous arrangements to allow my personal assistant to collect on my behalf (I travel a lot to foreign countries) was not honored at Waltloo for a different reason everytime after pre-arrangement on every application. This morning I went again, and tried to arrange for collection by my PA - because I am in DRC when the documents become available. Now suddenly additional information is required, which I did not have there because how in the world was I suppose to know beforehand in which time frame the documents will become available. Why can't they deliver, even for double or more the cost, by courier, registered mail, etc? Because there is no strategic intent for service delivery at Waltloo vehicle registrations. FIX it!! Because, you waste my tax money and cost the economy dearly because of your unwillingness to design service delivery solutions WHICH IS WHAT YOU GET PAID FOR!
