Proof of completion of Higher Certificate

I am an Alumni of the institution, I graduated in 2009. I have been trying to get ahold of them for the past 2 months with no success on their phone lines. I want to further my studies and require a proof of completion for my Higher Certificate with them. I have even sent a number of emails with no response.
