refuse to refund or exchange

Vusalela day spa has sold me a costume in their shop as a size 40 - on arrival home it was noted that this size is not the standard size 40 what we in SA is used to. I contacted them and now they refuse to refund or exchange and hold in front that they have a policy of no exchange on costumes. that was also not communicated to me in the shop either.
