Refusal to refund an admission fee

I have app**** for my child to do grade 1 in vuleka in north riding. After I paid the registration I was told my child cannot be taken in at northriding but he is transfare to the o e in honeydew Since this was not the initial agreement I requested a refund on the registration fee The school refused to pay me back
