Poor service

I have been ordering hair with Angel from VSP and my orders were alwsys on time, but on 11th June 2021, i ordered with Rose, so after paying for my order she told me she was organizing my order but she realized that the closure was out of stock, so she said she can send the hair without closure and send the closure when it’s available. So i asked her to send the order when the closure is available, so she said i should wait for month end June, so we are now going to month end July and i still don’t have the hair and she is telling me there is no refund. This is unacceptable
