Paid and did not receive my hair

I ordered hair with Nina from VSP 3 weeks back, I paid the hair and Nina promised that I will receive the hair within 3 days. now when I check my order with Nina, Nina just reads my texts on WhatsApp and does not say anything, How rude! there's no explanation, she keeps on advertising hair on WhatsApp, when I ask how far is my oder Nina just keeps queit . I don't know what to do anymore.
